I have downloaded the newest Applications Compatibility Test (ACT), but when I attempt to install it, it tells me I need .NET installed. If I tell the installer to try re-installing with recommended settings, I get an error about the commandline parameters to CMD.
If I attempt to install .NET framework, I get messages telling me it is already installed. If I try to get .NET framework via Microsoft Update, there is no framework listed or available.
I have sort of a catch-22 going on with .NET, and ACT cannot install until it believes I have the .NET framework I already have.

.NET Framework catch-22
Since Vista includes .net framework 2.0 already, it is probably looking for ..net framework 1.1. Download from here: http://www.microsoft.com/downloads/details.aspx?familyid=262D25E3-F589-4842-8157-034D1E7CF3A3&displaylang=en
